This paper assesses the communication and the use of climate scenarios at the science–science and science–policy interface in Finland, Sweden and Norway. It is based on document analysis and stakeholder questionnaires. The questionnaires targeted three stakeholder groups, all engaged in the communication and the use of climate scenario information: climate scenario producers; impact, adaptation and vulnerability (IAV) experts; and policy-makers. The respondents were asked to identify issues associated with the communication of scenarios and other needs pertaining to the usefulness and availability of such information. Despite the relatively long history of climate change adaptation in the three countries, climate scenarios are not utilised to their full potential. Climate scenarios have been used in awareness raising, problem understanding and strategy development. However, far less examples can be found on adaptation actions, particularly on harnessing the benefits of climate change. The communication between climate scenario producers and IAV experts functions well; however, communication between climate researchers and policy-makers is less efficient. Each country has developed boundary services to enhance dissemination of the climate scenario information to policy-makers. They are cost-efficient but do not necessarily enhance the comprehension of the information and encourage the actual dialogue between scenario producers and the end-users. Further translation of scenario information to impact and vulnerability estimates together with established boundary work could improve the use of climate research information. As adaptation policy in these countries further progresses towards implementation, there are increasing expectations of support from research, further challenging the communication of climate scenarios.  相似文献

Abstract

‘Market transformation’ of the significant urban development industry towards more sustainable practices is not moving at great pace. Design and assessment systems that may promote uptake of more sustainable urban design and development are reviewed briefly followed by a comparison between building and neighbourhood scales. For the latter there is a dearth of design and assessment tools for the residential built environment and of indicators to monitor progress towards sustainable development. Local authorities increasingly require an integrated approach to data collection and inclusion of infrastructure service providers in design, assessment and monitoring of urban development and associated environmental effects. By examining attempts to increase uptake of more sustainable residential development, the potential for tools and indicators at the neighbourhood scale to reduce environmental impact of the built environment is highlighted. It is recommended that built environment initiatives need to be combined with research into behavioural changes to achieve the desired outcome of a sustainable built environment and to increase the dialogue between communities, developers and local authorities.  相似文献

Discharge of contaminated ground water may serve as a primary and on-going source of contamination to surface water. A field investigation was conducted at a Superfund site in Massachusetts, USA to define the locus of contaminant flux and support source identification for arsenic contamination in a pond abutting a closed landfill. Subsurface hydrology and ground-water chemistry were evaluated in the aquifer between the landfill and the pond during the period 2005-2009 employing a network of wells to delineate the spatial and temporal variability in subsurface conditions. These observations were compared with concurrent measures of ground-water seepage and surface water chemistry within a shallow cove that had a historical visual record of hydrous ferric oxide precipitation along with elevated arsenic concentrations in shallow sediments. Barium, presumably derived from materials disposed in the landfill, served as an indicator of leachate-impacted ground water discharging into the cove. Evaluation of the spatial distributions of seepage flux and the concentrations of barium, calcium, and ammonium-nitrogen indicated that the identified plume primarily discharged into the central portion of the cove. Comparison of the spatial distribution of chemical signatures at depth within the water column demonstrated that direct discharge of leachate-impacted ground water was the source of highest arsenic concentrations observed within the cove. These observations demonstrate that restoration of the impacted surface water body will necessitate control of leachate-impacted ground water that continues to discharge into the cove.  相似文献

It has now been well over 20 years since the North Sea Piper Alpha disaster in 1988. There have been many lessons learned; some documented others just etched in memory. The event chronicled many significant changes in the offshore industry. The emanating point for most sweeping changes has been the Cullen Report and the UK North Sea industry. This paper reviews some of the critical lessons and identifies many ‘secondary’ finer points that constitute important learnings. The paper looks at major changes instigated by step changes in safety criticality. It is argued that the ‘second tier’ modes of failure such as corrosion, materials degradation, environmental cracking, erosion, plant ergonomics, etc. need to be better examined. These mechanisms are dangerous threats to the integrity of deep subsea assets, and it is noted that such root causes of failure as witnessed or predicted have yet to be fully appraised. The authors’ use wide experiences and case histories to highlight such concerns, offering rational fit-for-purpose solutions. The industry disconnections between, urgency to build, knowledge transfer, and management of change, are refocused. Powerful advances in risk-based mechanical, process, materials, and corrosion engineering are emphasized and the use of key performance indicators (KPIs) are reasoned for best life-cycle integrity. To keep up with the pace of growth in the deepwater sector, methods of concurrent and inherently safe design have evolved in a world where the practicalities and costs of modification, repair and retrofit are extremely difficult. Hence getting it right at the outset is paramount. Thus the drive for purposeful investment, at design is more justifiable, than the traditional practice of postponing costs (and problems) to operations. In this way the ominous ‘gray’ zone between the two cost centers is better bridged for reasons of safety and commercial advantage.  相似文献

Although it is much safer and more fuel-efficient to transport children to school in buses than in private vehicles, school buses in the United States still consume 822 million gal of diesel fuel annually, and school transportation costs can account for a significant portion of resource-constrained school district budgets. Additionally, children in diesel-powered school buses may be exposed to higher levels of particulates and other pollutants than children in cars. One solution to emission and fuel concerns is use of hybrid-electric school buses, which have the potential to reduce emissions and overall lifecycle costs compared with conventional diesel buses. Hybrid-electric technologies are available in the passenger vehicle market as well as the transit bus market and have a track record indicating fuel economy and emissions benefits. This paper summarizes the results of an in-use fuel economy evaluation for two plug-in hybrid school buses deployed in two different school districts in Iowa. Each school district selected a control bus with a route similar to that of the hybrid bus. Odometer readings, fuel consumption, and maintenance needs were recorded for each bus. The buses were deployed in 2008 and data were collected through May 2010. Fuel consumption was calculated for each school district. In Nevada, IA, the overall average fuel economy was 8.23 mpg for the hybrid and 6.35 mpg for the control bus. In Sigourney, IA, the overall average fuel economy was 8.94 mpg for the hybrid and 6.42 mpg for the control bus. The fuel consumption data were compared for the hybrid and control buses using a Wilcoxon signed rank test. Results indicate that fuel economy for the Nevada hybrid bus was 29.6% better than for the Nevada control bus, and fuel economy for the Sigourney hybrid bus was 39.2% higher than for the Sigourney control bus. A system model was designed to simulate the interaction of climatologic and biologic factors in the biological oxidation of organic soils in ordert to stimulate research on this diminishing resource and attendant water quality problems in the Florida Everglades area. This is a mass balance model in which carbon and nitrogen are conserved in the transformations. It was designed to test different management alternatives for slowing the rate of soil subsidence and to estimate their potential effect on water quality by simulating subsidence rates and the release rates of nitrates, nitrites, and organic acids to ground and surface waters.The biological submodel is structured about two major compartments — the total non-living carbon compartment and a living carbon compartment that includes the microbial biomass and functioning extracellular enzymes.Simulations of the model show the effects of temperature, organic composition, and water table height on carbon dioxide evolution from the soil.  相似文献
